JobStart Philippines conducts annual Orientation Planning Activity

The Bureau of Local Employment conducted its annual Orientation Planning Activity for the JobStart Philippines program implementers in Legazpi City last 23-25 March 2022 for the Luzon Cluster, and in Cagayan de Oro City on 30 March to 01 April 2022 for the Visayas and Mindanao Clusters. The hybrid activity gathered focal persons from DOLE Regional and Field Offices and Public Employment Service Offices (PESOs) —29 from the Luzon cluster and 34 from the VisMin cluster ⁠—with resource persons from the Asian Development Bank (ADB) and BLE attending via Zoom.

To begin the three-day activity, the BLE JobStart Philippines Unit administered in-depth lectures on the implementing guidelines for 2022. These were followed the next day by a hands-on training session on JobStart’s digital tools—the Youth Employment Exchange (YEE) website and the PESO Employment Information System (PEIS)—led by Erwin Cruz of ADB and Jerry Abordo of BLE. A discussion of the branding and advocacy of JobStart Philippines concluded the lectures, an addition to the annual event.

On the third day, benchmarking activities were conducted by the PESOs to highlight best practices in the program’s implementation. For the Luzon Cluster, PESO Legazpi Manager Diosdado Rañeses expressed his pride in having an office at SM City Legazpi. “We are the first PESO to be located inside a mall. We are happy as this makes our office accessible to as many people as possible,” he shared. He then took all attendees on a tour to visit the three JobStart partner employers located in SM City Legazpi, where everyone got a chance to briefly speak to the managers and beneficiaries themselves.

For the VisMin Cluster, PESO Cagayan de Oro and PESO Manolo Fortich presented videos showcasing the best practices of their implementation of the program, which include forming strong partnerships among the PESOs, Field Offices, and the Regional Office; one-on-one approaches with employers; and tapping youth groups during the registration period. Beneficiaries from both PESOs shared touching testimonials about how JobStart came into their lives during a time of need and the ways it helped them overcome challenges and exceed expectations.

The Orientation Planning Activity for program implementers held every year is a good opportunity to hear from implementers on the ground, assuring the betterment of the JobStart Philippines Program in the years to come. With the goal of improving the lives of at-risk Filipino youth, the Department of Labor and Employment vows to keep innovating the program to achieve its full potential.
